Located in City Hall, this division provides complete administrative services for the city’s five land use boards:
- Inland Wetlands and Watercourses Agency (also serves as the city’s Conservation Commission)
- Historic District Commission
- Planning Commission
- Zoning Board of Appeals
- Zoning Commission (also serves as the city’s Aquifer Protection Agency)

Responsibilities
Services provided include receiving and processing applications, preparing legal notices, agendas, correspondence and meeting minutes, keeping the official records of the boards, and providing land use, zoning, and development information to the public.
Additionally, staff provides technical expertise and administrative assistance in the update of the city’s plan of conservation and development and the land use regulations.
